I

I

MR. STAPLETON:

MR. TEN EYCK:

MR. STAPLETON:

decrees on a one time basis. After that,is
accomplished, the division engineer would be
able to accomplish future changes on a
routine basis.

It is our firm op~n~on that further re-
v~s~ons are needed in the proposed legislation
before it will meet the criteria established
by the legislature. We therefore recommend
that the Board adopt no policy position on
the proposed legislation at this time. We
further recommend that a special meeting of
the Board be held on Wednesday, February 5,
1969, to consider at that time as the only
subject before the Board, further drafts of
legislation which are proposed in response to
the direction of the Colorado General Assembly.

Mr. Chairman, that summarizes our staff
action up to this point. We can elaborate as
necessary on the opinions that we have ex-
pressed here. There are people here who have
worked on this legislation and no one, including
the Board members, at this time has had an
opportunity to review our recommendations or
to review our summary of the various bills.
Attached to the memorandum was a 16 page
summary of the eight bills which we have
reviewed to date."

"Thank you, Larry.

Tom, I don't know whether you want to
get into this first as the new Director of
Natural Resources or if you would like Jimmy
Geissinger to comment."

"I am really not able to contribute very
much due to my newness in the position and
the lack of background I have in this matter
up to this point. I would just as soon have
Mr. Geissinger, who has been much more sub-
stantially involved, to comment at this
time. "

"Thank you. Jimmy."
