<br />Oasis, the Texaq Legislature has Dejun includin~ water conservation progran <br /> <br /> <br />raquiranents in the enabling legislation for certain special districts and <br /> <br /> <br />WQter authorities. 8xanples of this type of legislation are presented below. <br /> <br />. <br /> <br />Nueces aiver Authority <br /> <br /> <br />Under the requirenents of Article 8280-115, Section 3.22A, wes, the Nueces <br /> <br /> <br />River Authority (NRA) of South Texas becane the first regional water authority <br /> <br /> <br />in Texas to develop and implenent a canprehensive regional plan for water <br /> <br /> <br />conservcltion and drought .l\..-\na;Jenent. The statute required that the Authority <br /> <br /> <br />develop ,lOd lnplenent a re'J ional plan that had been approved by the 'fexas <br /> <br /> <br />Water Dev.;lopnent Board to address "the practices, techniques, and <br /> <br /> <br />technol?~ies that will reduce the cons~nption of 'Hater, improve the efficiency <br /> <br /> <br />in the u,;a of water, or increase the recyclin<J and reuse of water so that a <br /> <br /> <br />water su!?ply is ;naie available for future or alternative uses..." 'l'he NIlA <br /> <br />canp1eted atrl. T:'IDB ap[lroved the required plan in 1986. <br /> <br />. <br /> <br />Edwards Underground Water Distric~ <br /> <br /> <br />House sill 1942, passed by the 70th Texas Legislature in 1987, requires the <br /> <br /> <br />rd\~ads Underground Water District, which is responsible for mana;JirYj the <br /> <br /> <br />sole-source rdW3ds I'qulfar in Central Texas, to de'Telop, implement, and <br /> <br /> <br />enforce one or Inore drought ,nanagement plans in order to minimize, as far as <br /> <br /> <br />practicable, the dra\;down of the water table or the reduction of. artesian <br /> <br /> <br />pressure and spring flow; to prevent waste; and to protect the groundwater <br /> <br />resource fron serious harn.
