'Ihe $10,000,000 program is included in the Orban Water Conservation <br />Program, 10.25.010. <br /> <br />On February 6, 1986, the G:lvernor appr~ AB 1982 (Costa) which enacted the <br />Water Conservation and Water OJality Ilond taw of 1986. It provided for the <br />issuance of $150,000,000 of ~tate general obligation bonds for loans to local <br />agencie~ for purposes as described above.
