This accusation is simply a continuation of his <br />previous effort:; to twist facts for the benefit of NECO and the Union Park Reservoir <br />Project. Mr. Mi1ler is president and chairman of the Board of NECO which has a significant <br />financial inter-ost in the Union Park Project. I have asked the Colorado Water Conservation <br />Board to pro':ide me with an in-depth review of the situation and they have provided the <br />attached response. <br /> <br />In short, NECO's Union Park Project, which has been contractually conveyed to <br />Arapahoe County, competes for water with Taylor Park Reservoir. Taylor Park Reservoir <br />is a fearure of the US Bureau of Reclamation's Uncompahgre Project and supplies water <br />to the Uncompahgre Project lands around Delta and Montrose via the Gunnison Tunnel. <br />Following construction of Blue Mesa Reservoir in 1965 and in order co improve water <br />deliveries to the Gunnison Tunnel, the Uncompahgre Valley Water Users Association <br />(Project Sponsors) and Reclamation entered into an exchange agreement in 1972.
