<br />rulemaking hearing (a total of 30 minutes or less) will be reserved for oral comments by those <br />persons unable to provide the CWCB with written comments, <br /> <br />Written Comment Deadline <br /> <br />Twenty copies of all public written comments must be delivered to the CWCB office at <br />1313 Sherman Street, Room #723, Denver, CO 80203 by the close of business (5:00 p,m,) on <br />October 10,2005, The CWCB will accept and consider late written comments and day-of- <br />hearing written comments, but any person who fails to deliver written comments by the October <br />10, 2005 deadline will not be entitled to make a Scheduled Oral Presentation, as described <br />below, <br /> <br />Oral Presentations <br /> <br />The opportunity for two types of oral presentations will be available to the public, The <br />first, referred to as Scheduled Oral Presentation, will be assigned a 15 minute time period on the <br />agenda, (NOTE: Time may be reduced depending upon the number of people seeking a <br />Scheduled Oral Presentation,) The second, referred to as General Public Comment, will be <br />allowed three minutes or less (determined by the available time and number of speakers) and <br />scheduled on a "first come, first serve" basis, <br /> <br />Scheduled Oral Presentations are available for persons who deliver their written <br />comments to the CWCB on or before October 10,2005 and who attend the October 19,2005 <br />prehearing conference, Anyone that submits written comments by October 10, 2005 but cannot <br />attend the prehearing conference may make a written request for a Scheduled Oral Presentation <br />on or before October 19, but will have to accept whatever time slot is available after those <br />attending the prehearing conference have been assigned a time slot. <br /> <br />Contents of Written Comments <br /> <br />Written comments may include any written data, views or arguments concerning the <br />proposed amendment to the Rules Concerning the Colorado Instream Flow and Natural Lake <br />Level Program, and may contain alternative amendments, legal arguments or briefs, and <br />materials prepared by persons other than the submitter. <br /> <br />PROPOSED AGENDA OF RULEMAKING HEARING <br /> <br />10:00 a,m, <br />10:15 <br />11:00 <br />12:00 <br />1:00 <br />2:00 <br />2:30 <br />3:00 <br />5:00 <br /> <br />Rulemaking procedures explained <br />Staff presentation <br />Scheduled oral presentations <br />Lunch break <br />Scheduled oral presentations <br />General public comment <br />Response to questions arising during oral presentations and public comment <br />Board deliberations <br />Hearing adjourns <br /> <br />Page 2 of 5 <br />
