<br />. <br /> <br />objective and sound decisions regarding the appropnatlOn, acqUisItIon and monitoring of <br />instream flows. In addition, the Needs Assessment may identify areas where more data should <br />be collected. Once this data is collected and analyzed, the project partners and the contractor(s) <br />will identify potential strategies for instream flow protection in selected watersheds. Strategies <br />will be described with sufficient detail to provide a strong starting point for future site-specific <br />projects. The final report will also discuss how the strategies would function relative the basin's <br />biological, hydrological, and socio-economic setting. The contractor will develop and assess <br />strategies in close coordination with the project partners. <br /> <br />In order to understand the potential costs of the project, the partners are currently seeking <br />information from qualified consultants. We are seeking preliminary proposals that will include a <br />general outline of how the contractor would approach the work, information on their <br />qualifications, and a preliminary budget estimate, A draft copy of the "Scope of Work" is <br />attached to this memorandum. This describes in more detail the objectives of the Needs <br />Assessment as well as the various criteria and methodology proposed. <br /> <br />The CWCB staff and grant partners have met with OOCO staff regarding our proposal. While <br />OOCO staff is quite supportive, there is a possibility that the Needs Assessment would duplicate <br />some aspects of a "River Corridor Initiative" funded and coordinated by OOCO. The objective <br />of the "River Corridor Initiative" is to identify river corridor segments where protection needs <br />are most urgent. This inventory/assessment would rely on existing data and would seek to <br />provide OOCO with strategic priorities for river corridor-related land, water and wildlife <br />protection strategies. Attached is a preliminary outline of OOCO's River Corridor Initiative. <br /> <br />. <br /> <br />On June 23, 2000, CWCB staff participated in OOCO's first stakeholder meeting to discuss the <br />River Corridor Initiative and potential request for proposals for the project. Currently, it is <br />unclear whether our proposed Needs Assessment will duplicate or compliment OOCO's River <br />Corridor Initiative. OOCO staff has suggested that we wait to submit our planning grant <br />proposal until additional stakeholder meetings have been held and the River Corridor Initiative <br />has been further defined. The second stakeholder meeting is scheduled for the first week of <br />August. It is anticipated that by this time the River Corridor Initiative will be defined <br />sufficiently to determine if our proposed Needs Assessment will duplicate or compliment <br />OOCO's efforts.
