<br />1 <br /> <br />1 <br /> <br />its meeting on May 2nd, agreed that they would <br />work out these amendments, largely the techni- <br />cal interpretation which Mr. ~~itten can <br />describe to you gentlemen much more clearly <br />than I can. However, it was agreed on May 2nd <br />at the Commission meeting, by resolution, to <br />request this Board and the Interstate stream <br />Commission of New Mexico to go along with <br />those changes that have been recommended which <br />are for the benefit of Colorado water users. <br /> <br />Because there are no provisions in the <br />compact for amendments and because this com- <br />pact is contained in three articles, it is <br />going to be necessary to amend the compact and <br />get the consent of Congress. So the Commis- <br />sion is asking this Board, as the policy making <br />Board of the state of Colorado, to sponsor <br />legislation the same as New Mexico is asking <br />the Interstate stream commission to sponsor <br />legislation to amend the compact so these <br />diversions can be made for the benefit of the <br />Colorado water users. <br /> <br />In view of the fact that these amendments <br />are largely of a technical nature and they <br />involve the transfer of some 4.70 cubic feet <br />per second of water, I think maybe l1r. ~f.hitten, <br />as Compact commissio~er, could probably tell <br />you a little bit more about what we have done <br />in this particular. Before turning the micro- <br />phone over to Mr. vlhitten, however, I would <br />like to say that in view of the fact that we <br />want to do this at an early date, we have <br />already made the necessary changes, we have <br />contacted our legislative reference office <br />and they have prepared a bill as far as Colo- <br />rado is concerned.
