MOULDER: <br /> <br />"All right, Ted." <br /> <br />"Mr. Chairman, members and guests, during <br />the last meeting Mr. Odell started to fill you <br />in on some of the federal activities that were <br />not partly financed by funds from the state. <br />I want to continue with just one more item <br />in this particular report and that is on the <br />hydrologic bench mark that we have at Valle- <br />cito Creek. This particular bench mark is <br />financed by federal funds and is being put in <br />for the purpose of measuring the variations in <br />hydrologic conditions in a natural environment <br />and we tried to select a place where there <br />had been very little activity by man so all <br />of the effects that are measured at this <br />particular station should be essentially <br />those of nature. This will be a reference <br />point for comparing information that we obtain <br />there with information in other areas where <br />man has been at work. <br /> <br />I <br /> <br />One other federal activity that we had <br />hoped to get was a study of costilla County. <br />This was declared a depressed area by the <br />President and in this particular area the <br />problem was that the stability of the irriga- <br />tion system was in question. Our purpose was <br />to determine how serious the problem was and <br />what could be done about it, chiefly to inves- <br />tigate whether there was ground water in <br />sufficient quantities to iron out the demand <br />and supply curves. <br /> <br />unfortunately, our project was proposed <br />along with a number of other projects. The <br />Area Redevelopment Administration had some- <br />thing like $3 million in funds and they had <br />$37 million worth of proposals. As a conse- <br />quence our chances of getting a Costilla <br />County project under way this fiscal year will <br />be pretty poor. We hope to continue working <br />on it and get that in the next fiscal year <br />program. <br /> <br />I <br /> <br />During the month we released one report <br />on an open file status and a copy of it is <br />
