I have enclosed a letter to the members of the Colorado Water
Conservation Board regarding the ewCB's proposed instream flow appropriation on
Tennessee Creek in Lake County and the potential inundation by Pueblo's reservoir. Pueblo
would greatly appreciate it if you would provide copies of the letter to the members of the
CWCB Board at its March 10 and 11, 1998, meeting.

At this time, we are still compiling the information necessary to present a detailed
report to the ewCB. However, the attached letter should serve as an introduction to the
issue for the ewCB members. We also request that Pueblo be given the opportunity to
present a more detailed report at the ewCB's May 1998 meeting. Please contact me at your
convenience if you wish to discuss these issues further.

Yours very truly,

/i6~~
;et~r C.
