We request our comments
be presented to the Colorado Water Conservation Board at its 8-9 Iuly 1996 meeting. .

1. We Support the ISF Program. We support the ISF Program and your proposed ISF
recommendations to assure minimum Instream Flow in Colorado rivers and streams. We believe
these are a major step forward in protecting the agricultural and property value interests of
Colorado citizens, as well as Colorado wildlife and wildlife habitat.

2. Request Approval of Recommended ISF for Greenhorn and Graneros Creeks. We urge
the Board to approve the ISF recommendations for:
(a) Greenhorn Creek: This powerful and beautiful stream has within recent memory
been so depleted that especially in its lower reaches it is a shadow of its former trout stream
glory. We urge approval of the ISF recommendations to prevent further deterioration of
Greenhorn Creek.
(b) Graneros Creek. We the undersigned live less than a mile from Graneros Creek.and
can attest to the problems our ranching neighbors have had when the Graneros ceased to flow.
Property values, domestic wells, and wildlife in this area are at the point of immediate risk. We
urge approval of the ISF recommendations to insure an adequate in-stream flow in Graneros
Creek.

3. Request Addition of Little Graneros Creek. We request the Board add Little Graneros
Creek to the list of streams protected by Colorado Revised Statutes and ISF Rules. We ask that
Little Graneros be included in the current round of ISF Recommendations; or if that is not
feasible, then at the earliest possible date.
Little Graneros Creek Specifics: Location, southwest comer of Pueblo County;
Watershed, Arkansas; Upper Terminus, Greenhorn Mountain Wilderness area; Lower Terminus,
