I think the <br />Board ought to know that California had <br />upwards from twenty persons present. All <br />of the other states had several--except <br />Colorado. Chilson was alone. I think it is <br />very flattering to have all of the Upper <br />Basin States look to him for leadership in <br />this argument. It was ealifornia's and <br />Nevada's motion so first California explained <br />their position. Then came the four Upper: <br />Basin States. By agreement with the Upper <br />Basin representatives, Chilson presented not <br />only Colorado's position--he presented it as <br />Colorado's position--but it was the same <br />position the other Upper Basin States took. <br />Their arguments were more or less in the <br />nature of 'me too' because when he got through <br />he had covered everything so thoroughly ahd <br />so plainly. r was impressed in talking to <br />most of the men there as they, too told me it <br />was one of the best presentations made, and I <br />think Chilson should be heartily congratulated <br />in the presentation he made." <br /> <br />I <br /> <br />"Will the arguments be published? Will they <br />be available?" <br /> <br />,"They were taken down in shorthand and, without <br />previous authority, I ordered a transcript. I <br />will file that in the Attorney General's.office <br />so that additional copies can be made. Every, <br />word that was said there, except for a few off- <br />the-record remarks by the Master, will be <br />available for you." <br /> <br />"Do I understand that the Master is go~ng to <br />determine the exact issues that are go~ng to <br />be presented to the Court? Is that what he <br />is going to do in the meantime?" <br /> <br />I <br /> <br />"He hopes to be able to accomplish that. <br />Whether he will be able to get the parties to <br />agree to the issues is doubtful." <br />
