554

1. ,Upper Colorado River' Grass Roots Committee, Inc.

Mr. Crawford reviewed the background of the Grass Roots
Committee.

I

MR. CRAWFORD: "The real gist of the matter today is that
Colorado, to date, has collected only $3,400.
The question i~, of course, what are we
going to be able to do to remedy this
situation. Today we have the President of
the Upper Colorado Riyer Grass Roots
CGmffiittee with us--Mr. Bolack from New Mexico."

Mr. Bolack explained some of the activities of the
Grass Roots Committee to the Board and presented some 6f
the literature which is being distributed by the Committee.

!vIR. BOlACK:
,

'rwhen this Aqualante program was launched,
there was sort of a 'gentlemen's agreement'
that each state would probably come up
with at least $10,000 to support this
project. The State of Wyoming contributed
$10,000 on the basis that every other state
must match it.

"To summarize, we just either have to
raise the funds or this whole Aqualante
program is going to fold up right here when
I feel we need it the most. I would not Qe
here today, with all that is going on on ,
the Senate floor,.if I did n9t feel it was
important."

MR. DUTCHER:

"What ~ind of action would you want this
Board to take?"

MR. BAILEY:

"I do not think we have any funds at our
disposal for this use."

I

Considerable discussion concerning ways and means of
raising funds for this program followed.
