Kroeqer: Under the old system, they were required to notify by <br />mail all the people and I am sure this was expensive and it was <br />cumbersome and difficult. But under the new system, you merely file <br />your intention and if somebody is not right there to watch after <br />you, you are going to be hurt. It seems to me like we need to look <br />after the interest of the water rights as they exist and not make it <br />one of these things that can be slipped through without anybody <br />knowing about it. <br /> <br />~tr. Vandemoer: As far as being practical, when I think again of our <br />areas to try to write everybody and yet I am sure they have thought <br />of this, but to try to write to everybody that could be involved in <br />a change from a surface right to a well right, there would be no way <br />to know how many people would be involved to write them. <br /> <br />~tr. Kroeqer: There surely must be some way in between where you can <br />notify certain groups or certain ditches or some other method so that <br />it just doesn't slide through unnoticed. <br /> <br />~. Stapleton: Fred, may I offer a solution? First of all, I don't <br />think this board should take the position that things of this kind <br />should be on the Special Call.
