I hope, Bob, that you can alert at least the seventeen western states
through your organization. It seems deplorable to me that our friends
could get as turned around and attack us.

Mr. Bark~: We have started with a couple of them. One is Texas,
The other is Idaho.

I

~tr. Kroeqer: Good:

Mr. Goslin: Somebody better try to get South Dakota too. I will
admit I couldn't.

~tr. Kroeqer: The Southwest Board also passed a second resolution at
their last meeting in regard to the methods of notifying interested
people when there is a change in the use or a change of point of
diversion or any other water right changes. It is our feeling in
that area and maybe it is a local situation, but we don't think it is.
At least it is being allowed to happen under the law, that when
changes in water uses come about that interested people have a poor
method of being advised of this. Unless they are alert and watching
,the publication in the newspaper, which they might even watch this
and still not be aware of what is happening unless they are spending
a tremendous amount of time looking up their water interests, changes
can be made and they could be severely hurt and really not be aware
of it until some time later when it is too late to appeal. We have
urged that this board take some action in urging the legislature to
amend that law so that adequate protection can be afforded to those
water users.

~tr. Stapleton: You are not implying that this should be on the
Governor's Special Call, are you?

Mr. Kroeqer: Well, I would be very pleased if it could be.

Mr. Vandemoer: Mr. Chairman.

Mr. Stapleton: Yes.

~tr. Vandemoer: I don't know if it is just local, but Fred, we are I
living with this. In fact, it is this sort of thing now, Fred, that
is letting the South Platte river run. You say you don't have 'the
notice. I don t know. You know that most of the action has been in
the South Platte and you have to read a paper, sometimes, four or
five pages, to find out if you are going to be hurt. But I think if
you make it any more complicated than you have it now - of course
again, on plans of augmentation and on all these changes of point of

-36-
