<br />I <br /> <br />I <br /> <br />COLORADO WATER CONSERVATION BOARD MEETING MINUTES <br />Room 320E, State Capitol <br />Denver, Colorado <br /> <br />December 12, 1973 <br /> <br />The meeting was called to order by Mr. Stapleton, Chairman, at <br />10:10 a.m. <br /> <br />Mr. Stapleton: We will call this regularly scheduled meeting of the <br />Colorado Water Conservation Board to order. <br /> <br />The first item on the agenda is the approval of the minutes of the <br />board meeting of August 14, which have been furnished the board. <br />Are there any additions or corrections to the minutes as submitted? <br />If not, I will entertain a motion that those minutes be approved. <br /> <br />Mr. williams: I so move. <br /> <br />Mr. Ford: I will second it. <br /> <br />Mr. Stapleton: It has been regularly moved and seconded. All those <br />in favor signify by saying "aye" - opposed, "no." The minutes are <br />approved. <br /> <br />Let's go to number 2 on the agenda - proposed EPA regulation to <br />establish salinity standards for the Colorado River. We have been <br />having a lot of action on this matter since the last board meeting. <br />We got a memorandum from Larry on this. Will you start the dis- <br />cussion, please. <br /> <br />~tt. Sparks: We mailed to the board members the preliminary regula- <br />tion of the Environmental Protection Agency which proposes to estab- <br />lish salinity standards on the Colorado River. The proposed regula- <br />tion would establish salinity standards on the Colorado River to <br />maintain the salinity as of April 19, 1972. The proposed regulation <br />does not set forth the actual salinity count which existed as of <br />April 19, 1972, nor does it specify the specific point on the lower <br />Colorado River. However, from the background information, we assume <br />that the point on the lower river that the standards refer to is <br />Imperial Dam and that the salinity as of April 19, 1972, means about <br />850 parts per million of total dissolved solids. Whether or not <br />this is correct we don't know. Our interpretation is based upon the <br />agreement between the United States and the Republic of Mexico as <br />contained in the Minute 242, which was also sent to the board members. <br />
