The only thing I was pointing out was that some of these <br />experimental things may lead into the construction fund. <br /> <br />Mr. Ten Eyck: That is another possibility, but the way you described <br />the use of consultants and the use of staff and discussed the con- <br />struction fund, the construction program, I was confused. And I want <br />to find out if we were still specifically relating to comments to <br />this item 5. If so, we are not with it. <br /> <br />Mr. Sparks: Item 5 is to determine if the board wants to pursue a <br />policy of this type on the basis that each project be submitted to <br />the board for a decision before we request the legislature for money. <br /> <br />Mr. Stapleton: Even though you are not asking for any funds, I think <br />we ought to have a concurrence in the Joint Budget Committee that <br />they would cooperate if the projects met certain tests, and so forth. <br />If they are not interested in it, we are up against a stone wall. I <br />think if you feel that they are, you can explore it when you have <br />your budget hearings this year. <br /> <br />Mr. Ten Evck: I think you have a chicken and egg situation here. <br />Somebody has to go first. I think the Joint Budget Committee has <br />given enough indication that if Larry can show them a policy that the <br />board has agreed upon, it will consider the funding. I think that <br />is what Larry wants from members of the board. <br /> <br />11r. Cornelius: Larry, do you want a motion that we approve . . . ? <br /> <br />11r. Stapleton: I don't think you need a motion. Is it the consensus <br />of the board that they proceed to provide us criteria and guidelines <br />for a program for experimental projects?
