Mr. Dutcher: "We recommend that the Colorado Water Conservation
Board appoint a Committee consisting of:five disinterested
citizens highly respected in their communities and who.will I
approach th~ problem in a diplomatic and conciliatory frame
of mind, who will make recommendations relative to the Denver-
West Slope controversy at a very early date, to the :Board.
This Committee is to be selected as follows: ,

"(a) Two by the Denver Water Board from citizens
of Denver who have a wide acquaintance with
Western Colorado people?,.

~(b) Two from Western Colorado who will be
recommended by the Colorado River Water
Conservation District and approved by
the Western Slope members of the Colorado
Water Conservation Board, and who have a
wide acquaintance in Eastern Colorado;

".h:) These four shall meet and select a fifth
member from any portion of the State.

"Selection for membership on the Committee shall be'made known
to the Director of the Colorado Water Conservation Board by
West Slope and Denver members of the Board, and who shall
assist in every manner possible, and the Committee shall make,
some kind of a progress report to the Water Conservation
Board at its reconvened meeting, January 14, 1954."

Mr. Beaty: "1 move that the report be adopted."

Mr. Roberts: "1 second the motion."

MOTION UPON VOTE WAS CARRIED.

Mr. Bailey: "Does anyone have any questions?"

Mr. Beaty: "When are those members to be appointed?"
Mr. Dutcher: "Immediliately."

Mr. Moses: "Our thought was the type of people selected would
realize the importance of this task."
