<br />146 <br /> <br />Mr. Dutcher: "It would not be necessary that we make 'our <br />specific recommendations at this time." <br /> <br />Mr. Breitenstein: "It would not be necessary. If you <br />don't get in on the ground floor, it would not go through." <br /> <br />Mr. Dutcher: "That nobody is going to get anything, but if <br />we could leave the door open, there is some ray of hope <br />that we could recommend some specific problem for the <br />Congressional Committee." <br /> <br />Mr. Breitenstein: "Your guess is just as good as mine. It <br />is going to be awfully hard for any official representative <br />of Colorado to speak with enthusiasm when the total of our' <br />projects is so small. I will abide with the wishes oD this <br />Board. I am just trying to state a condition." <br /> <br />Mr. Roberts: "Concurring in that resolution, as you read <br />it, leads all to believe that such resolution has the full <br />approval of Colorado for the Upper River Storage Bill, and <br />when we once approve that kind of Bill, we will be freely <br />quoted as being fully satisfied with our share and the <br />shares of the neighboring states." ' <br /> <br />. <br />Mr. Dutcher: "Not if we make our recommendations contingent." <br /> <br />Mr. Roberts: "I think by recommending that that Bill go <br />through we would be closing the door. We should strive to <br />get a specific thing for Colorado and I think we can feel' <br />sure that we will get it. Will you approve' the Upper Colorado <br />Project?" <br /> <br />Mr. Dutcher: "If we made a recommendation to Congress that we <br />were in favor of the Colorado River Sto:r:age Proj ect and " <br />reserved the right in behalf of the people of the State of <br />Colorado during this session of Congres9, I don't think we <br />would be closing the door for the State of Colorado." <br /> <br />Mr. Roberts: "How can you approve the Bill if we reserve the <br />right to ask for more." <br /> <br />Mr. Crawford: "However, other states have projects in similar <br />situations." <br /> <br />I <br /> <br />I <br /> <br />, <br />
