The Colorado Resources Research Institute in effect <br /> <br />8 <br /> <br />is a consortium of the major universities in Colorado who <br /> <br />9 <br /> <br />have combined their efforts for water resources research <br /> <br />10 <br /> <br />purposes pursuant to some particular federal programs. <br /> <br />11 <br /> <br />Professors of the various universities can apply <br /> <br />12 <br /> <br />for research grants. Certain categories of research <br /> <br />. <br /> <br />13 <br /> <br />grants require matching funds from nonfederal sources. <br /> <br />14 <br /> <br />The State in the past has never provided out of its <br /> <br />15 <br /> <br />tax monies any research dollars that could be used for <br /> <br />16 <br /> <br />that nonfederal match. That nonfederal match can come <br /> <br />17 <br /> <br />from a variety of other sources. <br /> <br />18 <br /> <br />It has been difficult to find, though, nonfederal <br /> <br />19 <br /> <br />matches and for a number of years now, to my knowledge, <br /> <br />20 <br /> <br />Dr. Norman Evans from Colorado State University, who <br /> <br />21 <br /> <br />heads the Water Resources Research Institute, has sought <br /> <br />22 <br /> <br />funding of State dollars which in part could be used for <br /> <br />23 <br /> <br />these matches or which could be spent purely as State <br /> <br />24 <br /> <br />dollars on research in whatever way State agencies might <br /> <br />. <br /> <br />25 <br /> <br />see fit. <br />
