<br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Agenda item 21a <br />November 22-23.1999 Board Meeting <br />Page 2 of2 <br /> <br />Recommendlltion <br /> <br />The Director should send a letter to Reclamation by the December 1, 1999 comment <br />deadline recommending that the strategic plaIl for 2000-2005 be revised to place greater <br />emphasis on the following priorities: <br /> <br />I. The highest priority should be directed at the efficient and effective operation of <br />existing projects in such a fashion as to honor the existing commitments and provide <br />the authorized benefits in a safe and reliable manner. <br />2. The second highest priority should be the timely completion of ongoing construction <br />so that authorized benefits can be realized within a reasonable time. This should <br />include pass through funding to authorized projects currently underway. <br />3. The third priority should be implementation and funding of new activities or projects <br />to provide for expanded beneficial uses from existing projects in response to the <br />increasing demands being placed on the nations water resources. This must include <br />human needs as well as environmental needs. <br />4. The forth priority should be development and funding of entirely new water projects. <br /> <br />The letter should be copied to Colorado's COIlgressional Delegation, the Western States <br />Water Council, National Water Resources Association and other agencies as appropriate. <br /> <br />Attachments <br />
