They <br />are using their 1997-2002 Strategic Plan submitted to Congress on September 30, 1997 as <br />the basis from which to create the new plan. The CWCB submitted comments on the <br />1997-2002 Plan. We believe we were reasonably successful in getting the 1997-2002 <br />plan to an acceptable stage, although it was certainly not everything that we would have <br />desired. Therefore, keeping the mix of goals in the 1997-2002 Plan represents at least an <br />acceptable set of goals. <br /> <br />Discussion <br /> <br />The 2000-2005 Strategic Plan takes the 15 mission goals from the 1997-2002 Plan and <br />reduces them into 3 very broad mission goals as shown on the attached table. <br />Reclamation then takes these 3 very broad mission goals and matches them to the 5 broad <br />goals of the Department ofInterior. The attached table that overviews the 2000-2005 <br />plan shows the major tasks to be accomplished under each goal. As you can see, the <br />operation and maintenance functions have stayed fairly will in place. However, there is <br />not a major emphasis on water delivery. After reviewing the underlying goals, the draft <br />2000-2005 Strategic Plan from Reclamation is much more environmentally oriented than <br />the 1997-2002 plan. The 2000-2005 plan does not really focus on, "managing, <br />developing, and protecting water and related resources to meet the needs of current and <br />future generations" or "operating and maintaining facilities safely, reliably and efficiently <br />to protect the public investment" as advertised. The goal for "completing projects under <br />construction" has completely gotten lost and the goal for "increasing water availability" <br />has been reduced to what can be accomplished through water efficiency improvements. <br />
