Action: A motion was made by Don Schwindt to approve the Consent Agenda as
presented. The motion was seconded by John Redifer and approved unanimously
(10-0).

3. Review and Approval of March 2005 Meeting Minutes

Action: A motion was made by Eric Wilkinson to accept the March 2005 Meeting
minutes as presented. The motion was seconded by Travis Smith and approved
(9-0). John Redifer abstained from voting.

4. Statewide Water Supply Initiative (SWSI) Scope of Work

Action: A motion was made by Eric Wilkinson to direct the CWCB staff to work with the
Technical Advisory Committee to develop and finalize the Scope of Work, to be
added as an amendment to the CDM contract. The motion was seconded by
Harold Miskel and approved unanimously (10-0).

Sa. Office of Conservation and Drought Planning - HB 1365 - Guidelines for Water
Conservation Plan Development

Action: A motion was made by Eric Wilkinson to adopt the language in the original
guidelines, and to set up a specific criteria of what a surcharge would be, that he
would recommend 5%, and that the loan interest rate be the same as the structure
of any regular loan authorized at the time that the emergency loan was
authorized. The motion was seconded by Don Schwindt.

After Board discussion, the motion was amended to add direction to staff that
they develop a policy on emergency loans and on the surcharge to bring back to
the Board in July. After further discussion, this motion was withdrawn.

A new motion was made by Eric Wilkerson to retain the original language in the
guidelines. The motion was seconded by Don Schwindt and approved
unanimously (10-0).
