A regular meeting of the Colorado Water Conservation Board (CWCB) was
convened at the Chaffee County Fairgrounds, 10165 County Road 120, Salida,
Colorado. The meeting was called to order by Chairman Barbara Biggs. Ten voting
members were present at the call to order so a quorum was present (at least six required). Voting
Board members present were Chairman Barbara Biggs, Vice Chairman John Redifer, Department
of Natural Resources Director Russell George, Travis Smith, Keith Catlin, Eric Wilkinson, Don
Schwindt, Bob Burr, Tom Sharp, and Harold Miske!. Ex Officio members present were CWCB
Director Rod Kuharich, Division of Wildlife Director Bruce McCloskey, State Engineer Hal
Simpson, Commissioner of Agriculture Don Ament, Deputy Attorney General Casey Shpall for
Attorney General John Suthers, Acting CWCB Deputy Director Rick Brown, and First Assistant
Attorney General Pat Kowaleski.l

1. Review and Approval of Agenda and Meeting Dates

Action: A motion was made by John Redifer to approve the agenda as presented, but
changing the dates of the September Meeting to September 13-14, 2005 in
Durango, with a possible need for Monday the 12th for the continued RICD
