<br />DRAFT <br />RESOLUTION OF THE <br />COLORADO WATER CONSERVATION BOARD <br />November 21, 2003 <br /> <br />WHEREAS, the quality and availability of domestic water supplies in the Lower Arkansas <br />River Basin in Colorado has historically been poor; and <br /> <br />WHEREAS, the proposed Arkansas Valley Conduit is a pipeline from Pueblo Reservoir to <br />Lamar, Colorado, which can deliver adequate quantities of good quality water to the <br />communities of the Lower Arkansas River Basin; and <br /> <br />WHEREAS, the Arkansas Valley Conduit was originally authorized as a component of the <br />Fryingpan-Arkansas Project by PL 87-590 in 1962, but no federal fmancial assistance was made <br />available and municipal and industrial water suppliers lacked the fmancial resources to pay for <br />the Conduit on their own and thus it was never built; and <br /> <br />WHEREAS, the lack of high quality domestic water supplies has reduced the quality of life <br />and has impaired economic development in the Lower Arkansas Valley; and <br /> <br />WHEREAS, new federal drinking water testing and treatment requirements make eXlstmg <br />domestic water supply sources even less suitable for the communities of the Lower Arkansas <br />River Basin; and <br /> <br />WHEREAS, the Colorado Water Conservation Board has provided financial and technical <br />assistance to those communities to re-examine the feasibility of constructing the Arkansas Valley <br />Conduit and fmal Feasibility Report has been prepared; and <br /> <br />WHEREAS, a final Feasibility Report has been prepared by GEl Consultants confirming the <br />need for the Conduit and the inability of the local communities to pay a significant portion of the <br />estimated costs of the project; and <br /> <br />WHEREAS, during the 108th Congress Senator Wayne Allard has introduced S. 1058 to <br />modifY the repayment provisions of PL 87-590 and provide 75% federal, nonreimbursable cost- <br />share assistance to construct the Arkansas Valley Conduit; and <br /> <br />WHEREAS, Rep. Marilyn Musgrave has introduced a companion bill, H.R. 2102, to modifY <br />the repayment provisions of PL 87-590 and provide 75% federal, nonreimbursable cost-share <br />assistance to construct the Arkansas Valley Conduit; and <br />
