<br />Evaluation Criteria and Process <br /> <br />Section 24-30-1403(2), CRS 1973, as amended, specifies that <br />a state agency: <br /> <br />... shall conduct discussions with no less than three <br /> <br /> <br />persons regarding their qualifications, ,approaches to the <br /> <br /> <br />project, abilities to provide the required professional <br /> <br /> <br />services, anticipated design concepts, and use of required <br /> <br /> <br />professional services. <br /> <br />After holding such discussions, the firms involved are to be <br />ranked in order of preference: <br /> <br />considering, and based upon, such factors as the ability <br />of professional personnel, past performance, willingness to <br /> <br />meet time and budget requirements, location, current and <br /> <br /> <br />projected work loads.... tn selection, ... Colorado firms <br /> <br /> <br />shall be given preference when qualifications appear to be <br /> <br /> <br />equal. <br /> <br />In order to hold the required discussions and to evaluate <br /> <br /> <br />and rank the firms, the CWCB staff shall proceed as follows: <br /> <br />1.
