<br />(3) an appraisal level ev~luation of the economic benefits, <br />which could be provided by the dam and reservoir, <br />(4) preparation of appraisal level engineering designs and <br />cost estimates (including annual operation, <br />ma intenance, and replacement costs), and <br /> <br />(5) an appraisal level cost-benefit analysis. <br /> <br />The study shall not include an analysis or evaluation of those <br />recreational, environmental, sociai, or cultural impacts of the <br />project, be they beneficial or adverse, which cannot be readily <br />expressed in monetary terms. <br /> <br />The study shall analyze the dam and reservoir at alternative <br /> <br /> <br />sizes (e.g., with and without a flood control pool and with and <br /> <br /> <br />without a permanent recreation pool). In turn, analyses of <br /> <br /> <br />alternative reservoir operations shall be performed to reflect <br /> <br /> <br />the range of alternative reservoir sizings. A range of <br /> <br /> <br />reasonable assumptions about the future status of senior <br /> <br /> <br />conditional decrees shall be made for the purposes of these <br /> <br /> <br />analyses. <br /> <br />The consultant shall make every possible use of existing <br /> <br /> <br />data and information before performing any original data <br /> <br /> <br />collection, analyses, or field work. Field work (general site <br /> <br /> <br />inspections, soils sampling and testing, geologic investigations, <br /> <br /> <br />etc.), if required at all, shall be minimized. Core drilling <br /> <br /> <br />will not be performed given the limited budget available. <br /> <br />-3- <br /> <br />- ------ <br />
