propose to accomplish the required evaluations set forth above.
In particular, each firm's PTS should contain the following

information:

1. A thorough discussion of how the firm would propose to
accomplish the required evaluations (i.e., a preliminary
plan of study), including information on the design of
and approach to the study, the analytical techniques

and methodologies to be employed, likely sources of

information to.be used (including the collection of

original data and field work), and anticipated problems

in accomplishing the required evaluations due to time,

data, or monetary constraints, if any.

2. A description of the major work tasks which would be

necessary to perform the study, including the estimated

elapsed time and man-weeks of effort required for each,

and a schedule of milestones.

3. A description of the firm's ability to write, edit, and

produce a report, including the production of associated

graphics and design drawings.

4. A work effort estimate table giving details of the

man-weeks to be spent on various work tasks by the

different personnel who would be involved in the study.
