Content of Proposals

Each firm should prepare and submit three typewritten copies

of a proposal to study (PTS) which describes how the firm would

propose to accomplish the investigations, evaluations, and

activities set forth in this RFP. In particular, each firm's PTS

should contain the following informationi

1. A thorough discussion of how the firm would propose to

accomplish the required evaluations, including

information on the design of and approach to the study,

the analytical techniques and methodologies to be

employed (including surface water hydrologic modelling,

if any), likely sources of information to be used

(including the coilection of original data and, field

work), and anticipated problems in accomplishing the

required evaluations due to time, data, or monetary

constraints, if any. If it is proposed that basinwide

hydrologic modelling be performed, then PTS should

include a discussion of the model(s) which would be

used, data base availability, etc.

2. A description of the major work tasks which would be
necessary to perform the study, including the estimated
elapsed time and man-weeks of effort required for each,

and a schedule of milestones.

-7-
