environmental, social, or cultural impacts of the project, be

they beneficial or adverse, which cannot be readily expressed in
monetary terms.

A reasonable range of assumptions shall be made about the
future status of conditional decrees which are senior to those

held by the Yellow Jacket Water Conservancy District. In turn,

appropriate hydrologic and reservoir operations analyses shall be

performed to reflect such a range of assumptions. The effects of

such alternative assumptions on the yield of Yellow Jacket's
water rights shall be analyzed.

The consultant shall make every possible use of' exist ing
data and information before performing any original data

collection, analyses, or field IVork. In particular, the

components of the Yellow jacket project as previously planned and

designed by the U.S. Bureau of Reclamation shall be reviewed by

the consultant and incorporated into this study to the fullest

extent possible with a minimum of re-analysls and re-design.

Field work (general site investigations, soils sampling and

testing, geologic investigations, etc.), if required at all,
..,
shall be minimized. Core drilling will not be performed given
the limited budget available.

Funding and Scheduling

S.B. 439 specifies that the cost of the study shall not

exceed $300,000.
