Study Objective

The objective of this study is to evaluate, at an appraisal

level of detail, the engineering feasibility of and the cost of

constructing the alternative storage and diversion facilities,

and combinations thereof, which could develop the water rights

held by the Yellow Jacket Water Conservancy District in the White

River Basin.

Geographic Scope

All storage and diversion facilities to be investigated

shall be located on the White River or its tributaries upstream

from the confluence of Piceance Creek.

Required Evaluations

The study shall include:

(1) identification of a reasonable range of alternative
storage and diversion facilities, and combinations
thereof, including hydropower features, which could
form a single, integrated project for the development
of the water rights held by the Yellow Jacket Water
Conservancy District,

-2-
