approve a Small Project Loan in the amount of $100,000 to the Tilton
Lateral Inc. for a term of 30 years, and at the agricultural rate of 3.5%.
The motion was seconded by Don Schwindt and approved (6-0).

Platte Water Conservancy District - Groundwater Recharge Augmentation Projects

Action: A motion was made by Eric Wilkinson to accept the Staff
Recommendation to approve a Small Project Loan in the amount of
$100,000 to the Lower South Platte Water Conservancy District for a term
of 10 years at the rate of 3%. The motion was seconded by David Smith
and approved (6-0).

10. Water Conservancy of Colorado

Action: A motion was made by Eric Wilkinson to accept the Staff
Recommendation to appoint Dan Merriman as the Board liaison to this
group, with Anne Janicki as an alternate, not as a board member but rather
in an advisory function, taking an active role in this group's activities and
keeping the Board informed on their actions. The motion was seconded by
Don Schwindt, but failed on a vote (4-2), as a total of six votes in favor of
the motion are required for a motion to be adopted by the Board.

11. Stream and Lake Protection - New Appropriations - Yampa River

Action: A motion was made by Don Schwindt to accept the Staff
Recommendation to appoint Jennifer Gimble as a hearing coordinator, and
to set a hearing date for contested Instream Flow cases. The motion was
seconded by Lewis Entz. The motion was then amended by David Smith
to give the CWCB Director discretion to name another person if needed.
The amended motion was then approved (6 - 0).
