C. Fiscal Year 2005 - 2006 Requests

The following is a summary ofthe requests we received from constituents and developed internally.

Water Supply Protection Program

""e

1. Statewide Water Planning and Local Water Planning Grants

Beneficiary/Grantee/Contractor: CWCB, Various
Amount of Request: $250,000

Ranking:

High

Product Produced: We will continue to use the money to address local needs for planning assistance
that relates directly to implementing the CWCB's Strategic Plan, the Drought Assessment, and the
Statewide Water Supply Initiative. The CWCB's Statewide Water Supply Initiative will result in a list
of alternatives ranked in order of priority. These funds will be used, in part, to help entities that have
developed an alternative, but need to do further study regarding feasibility. The funds will also be used
to get cooperative efforts "off the ground."

Water Planning Relationship: The CWCB, the DNR, the General Assembly and the Colorado
Water Congress have discussed the need for statewide water planning every year and this need is
expected to continue.

Recommendation: Staff gives a high recommendation to funding of this project because the
information produced and made available will provide a consistent, factual basis for local and statewide
water planning efforts.

2.

Covered Entity Grants

.

Beneficiary/Grantee/Contractor: CWCB, Various
Amount of Request: $120,000

Ranking:

Medium

Product Produced: CWCB is sponsoring a "Technical Assistance to Covered Entities Project"
effective FY03 to FY04. The project identifies covered entities required by statute to have conservation
plans in order to obtain state fmancing. Phase I identified covered entities. Phase II increases the
number of covered entities by providing technical assistance to those without plans. These funds will
implement Phase III, which will assist covered entities to implement the plans developed in Phase II.

Water Planning Relationship: This request would enhance the Board's ability to provide
technical support to local water planners around the state.

Recommendation: Staff gives a medium recommendation to funding of this project since its on-
going nature will benefit local water planners as funding becomes available.

3. Groundwater Atlas

Beneficiary/Grantee/Contractor: CWCB, Various, Colorado Geological Survey
Amount of Request: $80,000 Ranking:

Medium

Product Produced: Work began on the Atlas in 2000. A non-technical soft cover was the first a
product. An Internet-based ground water atlas covering the entire state followed this. This funding will .
make the atlas available electronically and linked to existing databases.
Water Planning Relationship: Dependence on groundwater is increasing. Preparing the atlas
electronically will allow the CWCB to coordinate the efforts of DWR, other DNR agencies, local

4
