What are their opinions or concerns about drought preparedness and the adequacy of <br />water supply <br /> <br />If approved the CWCB would hire a contractor to conduct the survey in the summer of <br />2001. A status report would be given in December 2001 and the report would be completed by <br />July 2002. <br /> <br />The report resulting from the survey should contain GIS information, a data base, <br />reported findings and an analysis of the information by the Colorado Flood and Drought Task <br />Force, the Hazard Mitigation Council and the Office of Emergency Management, and a list of <br />options/recommendations that addresses future needs as identified in the report. <br /> <br />Funds are included in the request to allow the CWCB to hire two-year temporary FTE. <br />The individual would help prepare the Request for Proposals (RFP) so it can be issued by July <br />2001, oversee the study process and ensure a targeted goal of 100 percent response to the survey <br />is obtained ($150,000 of the $350,000 project costs). <br /> <br />It is expected that the Governor will issue an Executive Order appointing individuals to <br />an advisory committee to assist the CWCB in this effort. The membership of this committee is <br />expected to consist of the DNR Executive Director or his designee, the State Engineer or his <br />designee, the chair of the CWCB or his designee (s), the director of the Office of Emergency <br />Management, and representatives from the Colorado Municipal League, Colorado Counties Inc., <br />the National Oceanic and Atmospheric Administration, the National Weather Service, the . <br />Colorado Water Resources Research Institute, real estate and deyelopment organizations, the . <br />Department of Local Affairs, the Farm Bureau, the Colorado Cattleman's Association, the <br />Bureau of Reclamation, the Army Corps of Engineers, the Colorado Association of Commerce <br />and Industry, the Attorney General, Denyer Water, the City of Greeley, a climatologist, and the <br />Colorado Water Utility Council. <br /> <br />Recommendation (written as proposed statutory language) <br /> <br />SECTION _. Drought planning survey. <br /> <br />(I) The Colorado water conservation board is authorized to expend up to three hundred <br />and fifty thousand dollars ($350,000) from the Colorado water conservation board construction <br />fund to conduct a statewide drought planning survey/carry-over storage assessment study. <br /> <br />(2) Up to one hundred and fifty thousand ($150,000) of the amount authorized to be <br />expended in subsection (1) of this section may be expended to cover the salary and operating <br />costs associated with a temporary, contractual FTB to implement this section. <br /> <br />(3) Unexpended funds shall revert to the construction fund on June 30, 2003 or upon the <br />action of the board, whichever event takes place first. <br /> <br />. <br />
