<br />552 <br /> <br />one of the items on the agenda for the November 19th meeting <br />is the selection of his successor. <br /> <br />1 <br /> <br />Although it would require that I resign from the Board <br />and the office of Vice-Chairman, I would like the opportunity <br />to serve as attorney for the Board. <br /> <br />As the ex-officio members will recall, I was interested <br />in this position two years ago andwithdrew in favor of Mr. <br />Chilson, and although he was able to serve only about 30 <br />months, I feel that he did an outstanding job for Colorado <br />and the Upper Basin States. <br /> <br />In 1954, there was some feeling that the attorney should <br />reside in Denver. The past two and a half years have demon- <br />strated that that is not necessary. With three flights of <br />Frontier Air Lines each way every day, I can reach Denver by <br />plane almost as quickly as one can drive from Loveland. <br /> <br />In the event that it should be demonstrated that my resi- <br />dence in Alamosa prevented me from doing justice to the job, <br />I assure you that I would be the first to suggest a change. <br />If I should be appointed, I would be willing to agree that <br />any mileage or expense should be computed as though my resi- <br />dence were in Denver, so that there would be no financial bur- <br />den to the Board because of my residence outside of Denver. <br /> <br />I feel that rather than my location being a handicap, <br />that it is an advantage. The San Luis Valley is neither East <br />Slope nor West Slope, and any advice I might tender the Board <br />could not properly be subject to any charge of geographical <br />self -interest. <br /> <br />1 <br /> <br />1 have no illusions about being able to fill Chilly's <br />shoes, but I feel that my long experience on the Water Board, <br />together with not inconsiderable attention to water law and <br />interstate water compacts during almost 20 years of practice, <br />should be of value to the Board. I would pledge myself to <br />make a diligent effort to serve the entire state to the best <br />of my ability.
