1

GOVERNOR JOHNSON:

550

He is very close to some of our lead-
ing citizens of the State. He has been
advised by Senator Carroll that he, Carroll,
would like to have his advice on water mat-
ters pertaining to the State of Colorado.
His law partner, Charles Conklin, is to be
the Speaker of the House and that would be
of some advantage to this Board.

So, therefore, Governor, I would like
to move the nomination of Felix Sparks as
counsel for the Colorado Water Conservation
Board."

"Thank you, F. M. Larry Sparks has been
nominated for counsel. Are there any other
remarks or any other nominations?"

"I happen to be one of, I believe, several
members of this Board that you appointed.
What I am going to do here is no reflection
on Larry Sparks. I think we are all agreed,
or will be agreed, that whichever of the two
candidates is selected, he will be a fine
attorney for the Board. I would like to
nominate Ray Moses and make a few remarks
on his behalf."

Mr. Miller then gave a resume of Mr. Moses' work on
the Board and for the State of Colorado concerning water pro-
blems.

)1m. MILLER:

GOVERNOR JOHNSON: "Thank you, Dave. Now we ha ve two
nominees, Larry Sparks and Ray Moses. Are
there any other discussions, comments or
remarks?"

IVlR. STAPLETON:

1

GOVERNOR JOHNSON:

"May I state that I, like Mr. Miller,
have had some association with the Governor
and the Governor-elect and I hold them in
the highest affection. The indications, in
early October, were that the Governor wanted
active consideration of Mr. Stephen Hart of
Denver as a candidate for counsel for this
Board. I would like the record to show my
appreciation of Mr. Hart's willingness to
serve this Board but I understand that he
is no longer an active candidate for this
office."

"Are you nominating him?"
