He has been <br />advised by Senator Carroll that he, Carroll, <br />would like to have his advice on water mat- <br />ters pertaining to the State of Colorado. <br />His law partner, Charles Conklin, is to be <br />the Speaker of the House and that would be <br />of some advantage to this Board. <br /> <br />So, therefore, Governor, I would like <br />to move the nomination of Felix Sparks as <br />counsel for the Colorado Water Conservation <br />Board." <br /> <br />"Thank you, F. M. Larry Sparks has been <br />nominated for counsel. Are there any other <br />remarks or any other nominations?" <br /> <br />"I happen to be one of, I believe, several <br />members of this Board that you appointed. <br />What I am going to do here is no reflection <br />on Larry Sparks. I think we are all agreed, <br />or will be agreed,that whichever of the two <br />candidates is selected, he will be a fine <br />attorney for the Board. I would like to <br />nominate Ray Moses and make a few remarks <br />on his behalf." <br /> <br />Mr. Miller then gave a resume of Mr. Moses' work on <br />the Board and for the State of Colorado concerning water pro- <br />blems. <br /> <br />)1m. MILLER: <br /> <br />GOVERNOR JOHNSON: "Thank you, Dave. Now we ha ve two <br />nominees, Larry Sparks and Ray Moses. Are <br />there any other discussions, comments or <br />remarks?" <br /> <br />IVlR. STAPLETON: <br /> <br />1 <br /> <br />GOVERNOR JOHNSON: <br /> <br />"May I state that I, like Mr. Miller, <br />have had some association with the Governor <br />and the Governor-elect and I hold them in <br />the highest affection. The indications, in <br />early October, were that the Governor wanted <br />active consideration of Mr. Stephen Hart of <br />Denver as a candidate for counsel for this <br />Board. I would like the record to show my <br />appreciation of Mr. Hart's willingness to <br />serve this Board but I understand that he <br />is no longer an active candidate for this <br />office." <br /> <br />"Are you nominating him?" <br />
