The cost of an under- <br />ground water study would be very sizeable <br />and these matters of cost, as long as they <br />are within reason, will have to be paid be- I~, <br />cause there is nothing more important in <br />this State than the water question. We have <br />to give the people the best we can. If it <br />costs money, we have to get the money; if <br />it takes more technical people for the Board <br />to do its job, we will go to the Legislature <br />and secure that money. I am not anxious to <br />spend more money and I am sure you are not <br />either but we have gotten away with very <br />little expenditure in the past but now we <br />have to face up and get the answer to these <br />problems. <br /> <br />I feel that Felix Sparks would be a <br />better selection and I feel it would go a <br />long way to accomplish these problems in our <br />State if he is selected. Felix Sparks is <br />a good man and will go a long way to help <br />carry out this program. <br /> <br />I know that Ray Moses is a good man also, <br />and I know the people on this Board realize <br />this, but I think we have to make a bigger <br />choice here. I feel Sparks to be a better <br />choice. <br /> <br />I want to thank you for this opportunity <br />to talk with you. I want you to know that I <br />want to be helpful in supplying the kind of <br />leadership this Board is entitled to and I <br />shall do my part of it. Has <br />anybody else got anything to say?" <br /> <br />"I have known Felix Sparks for several <br />years and I would like to say that through 1 <br />my personal friendship with Judge Sparks I <br />know that he will not be a man who will be <br />a sectional man. He feels very strongly <br />about the water problems of the State of <br />Colorado. He has told me that whether he <br />is appointed by this Board and the Attorney <br />General as counselor not, he will spend a <br />lot of time on water problems. <br />
