<br />Hypothetical Scenario #2 <br />The Upper Pretty River Water Conservation District desires to obtain an RICD water <br />right. The proposed length of the boating course is 1,000 feet, and the total drop <br />within that reach is 5 feet. The requested RICD flow rate is 1500 cfs. <br /> <br />Evaluation <br />The average stream slope = 5'/1,000' = 0.005 ft/ft <br />The requested flow rate = 1,500 cfs. <br />The Performance Index (PI) = (0.005 x 1500) x 100 = 750 <br /> <br />Based on a PI of 750, the CWCB would recommend that the proposed reach is <br />appropriate for the requested RICD since the PI exceeds the minimum threshold <br />of 75. However, the requested flow rate by the applicant exceeds the CWCB's <br />recommended flow rate of 350 cfs. <br /> <br />Alternatively, the applicant could evaluate what minimum streamflow would be <br />required for this reach in order to meet the minimum PI. <br /> <br />PI = 75 <br />Slope = 0.005 ft/ft <br />Solving; Flow = 75/100/0.005 = 150 cfs. <br /> <br />Therefore, the CWCB's recommended flow range for the stream reach in this <br />scenario (for whitewater boating) is from 150 cfs up to 350 cfs. <br /> <br />Hypothetical Scenario #3 <br />The City of Flatland desires to obtain an RICD water right for a stream reach located <br />within their community for the purpose of developing a whitewater boating course. The <br />proposed length of the boating course is 1,200 feet, and the total drop of the natural <br />stream within that reach is 3 feet. The requested RICD flow rate is 150 cfs. <br /> <br />Evaluation <br />The average stream slope = 3'/1,200' = 0.0025 ft/ft <br />The requested flow rate = 150 cfs. <br />The Performance Index (PI) = (0.0025 x 150) x 100 = 37.5 <br /> <br />Based on a PI of 37.5, the CWCB would recommend that the proposed reach is not <br />appropriate for the requested RICD (for whitewater boating) since the PI is less <br />than the minimum recommended PI of 75. The slope is also less than the <br /> <br />12 <br />
