<br />e <br /> <br />attributable to water so diverted from storage will not occur until the following spring/summer <br />runoff period when the reservoir is refilled. This period coincides with high streamflow when <br />CWCB rights are fully satisfied. <br /> <br />The proposed water system operation provides two distinct benefits to the San Miguel River. First, <br />, , <br />it facilitates the release and use of water from storage in Blue Lake for municipal purposes which <br />will completely eliminate injUry to CWCS rights. Second, the Town will be able to reduce its future <br />direct flow municipal diversions and depletions that would otherwise occur on Bear Creek or other <br />San Miguel Rive,r tributaries. As a result, the Town will effectively preserve streamflow levels <br />during the critical low flow period rather than cause additional depletion. <br /> <br />2. WATER SYSTEM OPERATION UNDER DEFINED EMERGENCY CONDmONS <br /> <br />e <br /> <br />The only situation under which the Town could reduce streamflow in the upper San Miguel River <br /> <br /> <br />during low flow periods is under emergency conditions when the Town could not deliver municipal <br /> <br /> <br />water from storage in Blue Lake. Such a condition could occur, for example. If rock fall or an <br /> <br /> <br />avalanche destroyed a portion of the pipeline extending from Blue Lake to the treatment plant. <br /> <br /> <br />Under this situation. reservoir releases would have to be curtailed to complete necessary repairs, <br /> <br />If the damage occurs during the summer, the Town can acces~ Slue Lake and release water from <br /> <br /> <br />the outlet into the upper Bridal Veil Creek 'basin. The release of stored water will offset any <br /> <br /> <br />municipal diversions from the lower basin and prevent injury to cwes water rights. <br /> <br /> <br />Implementation of the mitigation plan will not be necessary during the summer period. <br /> <br />During the winter, Blue Lake is difficult (and dangerous) to access and releases from the reservoir <br />may not directly augment the creek due to severe icing. It is during this mid October through mid <br />April period that the Town is vulnerable to losing its storage supply and creating an emergomey <br />condition.
