Rather, the <br />Town's proposal will improve streamflows due to the proposed switch <br />from direct flow diversions to reliance on reservoir storage <br />releases. ,A pump back system from Society Turn would be <br />unnecessary, expensive and would cause significant disturbance to <br />construct. We estimate that the capital expenditure associated <br />with this project would be at least $~.5 million. Operation and <br />maintenance costs would be additional. The Town has evaluated all <br />reasonable alternatives to avoid injury to the instream flows and <br />found none. A pump back system is not a reasonable alternative. <br /> <br />Jacobson'S Comment (1/13/98 fax): <br /> <br />Full water quality tests should be conducted of Bridal <br />Veil Creek due to possible industrial pollution. <br /> <br />Town's Res~onse: <br /> <br />Water quality data collected for the State of Colorado by <br />Rocky Mountain Consultants, Inc. (April 1986) indicate that the <br />water quality of Bridal Veil Creek above the powerhouse is <br />excellent. Tests conducted during the March low flow period <br />indicate that Bridal Veil Creek streamflows met all State drinking <br />water standards. Moreover, the' "!darado Mining Company has <br />successfully operated a community water supply system originating <br />from Bridal Veil Creek for many years. The water system <br />historically supplied water to 200T residents in the Pandora area. <br />Today, the water system continues. to serve the Idarado Mine <br />offices. <br /> <br />The water quality tests, together with the presence of a <br />community water system, strongly suggest the Bridal Veil basin is <br />suitable for development of a municipal water supply. Additional <br />water quality tests will be performed by the Town prior to <br />developing the Bridal Veil system. <br /> <br />eweB Staff's Ouestion: <br /> <br />Why is the Town seeking an alternate point of diversion <br />from Bear Creek rather than abandoning the Bear Creek point of <br />diversion and permanently changing to Bridal Veil? <br /> <br />Town's Res~onse: <br /> <br />If the Bridal Veil water supply system comes on line, the <br />Town is committed to permanently forego its right to develop a <br />water supply on Bear Creek. The Town needs to retain Bear Creek as <br />an alternate point of diversion in order to operate the Bridal Veil <br /> <br />9 <br />
