The Town's proposed mitigation will benefit this reach by <br />reducing reliance on direct diversions from streams in favor of <br />storage. However, the Town does not have an obligation to monitor <br />flows that are not being impacted by its water rights application. <br /> <br />Jacobson's Comment (12/15/97 fax): <br /> <br />"On the overall front, it is not clear that the Town <br />needs the water ... Conservation during Bluegrass Festival will <br />eliminate the one time of year' when water may be truly scare <br />[sic] . " <br /> <br />Town's Response: <br /> <br />. The Town's need for additional water supplies is clear. <br />The recommendation by the Town's: consultants to develop an <br />additional source of municipal water supply' was not predicated on <br />shortages expected during' festival weekends but rather, upon <br />sustained water shortages expected September through March of dry <br />years. The reliable yield during late summer and fall of Mill <br />Creek and Cornet Creek is not sufficient to sustain additional <br />population. The consultants' findings indicated that the Town must <br />develop an additional source of municipal water supply independent <br />of festival weekend activities. ' <br /> <br />e <br /> <br />The Town has adopted conservation measures which will be <br />implemented on a year-round basis. However, the water savings <br />resulting from implementation of conservation measures will not <br />produce sufficient water to meet the Town's commit:ments within its <br />existing service area. Therefore, an additional water supply is, <br />needed. <br /> <br />Jacobson's Comment (1/13/98 fax}: <br /> <br />CWCB should examine the possible construction of a pump <br />back system on the San Miguel River to h~lp maintain minimum <br />streamflows.
