Introduction

I am J. William McDonald, Director and Secretary of the
Colorado Water Conservation Board. I am testifying on behalf of
the Honorable Richard D. Lamm, Governor of Colorado; Mr. D. Monte
Pascoe, Executive Director of the Colorado Department of Natural
Resources; and the Board itself, which is the state agency
charged with the protection, conservation, and management of the
water resources of the State of Colorado.

Summary

The State of Colorado supports H.R. 4483, a bill providing
for confirmation of the provisions of the repayment contract for
the Dallas Creek participating project of the Colorado River
Storage Project. We respectfully urge this subcommittee to act
expeditiously and favorably on this bill.

Testimony

The Dallas Creek project was authorized as a participating
project of the Colorado River Storage Project by the Colorado
River Basin Project Act of 1968 (P.L. 90-537). The definite plan
report for the project was completed in November, 1976.
Likewise, the repayment contract for the project was approved in
late 1976 at an election of the residents of the Tri-County Water
Conservancy District (Tri-County), the local governmental entity
which will handle the marketing of the project's water. The
repayment contract between the United States and. Tri-County was
executed in January, 1977.

Due to dam safety design considerations prompted by the
Teton Dam failure, the Bureau of Reclamation (Bureau) decided to
proceed with construction in two phases. As a consequence, even
though the repayment contract was executed in January, 1977, it
was mid-1979 before final designs and specifications for the
