WILLIAM MCDONALD, DIRECTOR <br />COLORADO WATER CONSERVATION BOARD <br /> <br />BEFORE THE <br /> <br />WATER AND POWER RESOURCES SUBCOMMITTEE <br />COMMITTEE ON INTERIOR AND INSULAR AFFAIRS <br />UNITED STATES HOUSE OF REPRESENTATIVES <br /> <br />ON H.R. 4483 <br /> <br />Washington, D.C. <br />May 24, 1982 <br /> <br />Introduction <br /> <br />I am J. William McDonald, Director and Secretary of the <br />Colorado Water Conservation Board. I am testifying on behalf of <br />the Honorable Richard D. Lamm, Governor of Colorado; Mr. D. Monte <br />Pascoe, Executive Director of the Colorado Department of Natural <br />Resources; and the Board itself, which is the state agency <br />charged with the protection, conservation, and management of the <br />water resources of the State of Colorado. <br /> <br />Summary <br /> <br />The State of Colorado supports H.R. 4483, a bill providing <br />for confirmation of the provisions of the repayment contract for <br />the Dallas Creek participating project of the Colorado River <br />Storage Project. We respectfully urge this subcommittee to act <br />expeditiously and favorably on this bill. <br /> <br />Testimony <br /> <br />The Dallas Creek project was authorized as a participating <br />project of the Colorado River Storage Project by the Colorado <br />River Basin Project Act of 1968 (P.L. 90-537). The definite plan <br />report for the project was completed in November, 1976. <br />Likewise, the repayment contract for the project was approved in <br />late 1976 at an election of the residents of the Tri-County Water <br />Conservancy District (Tri-County), the local governmental entity <br />which will handle the marketing of the project's water. The <br />repayment contract between the United States and. Tri-County was <br />executed in January, 1977. <br /> <br />Due to dam safety design considerations prompted by the <br />Teton Dam failure, the Bureau of Reclamation (Bureau) decided to <br />proceed with construction in two phases. As a consequence, even <br />though the repayment contract was executed in January, 1977, it <br />was mid-1979 before final designs and specifications for the <br /> <br />d174 <br />jwmjtest <br />
