<br />Flood - A general and temporary condition of partial or <br />complete inundation of normally dry land areas from (a) the <br />overflow of streams, rivers, or other inland water bodies or <br /> <br />(b) the unusual and rapid accumulation or runoff of surface <br />waters from any source. <br /> <br />Floodplain - An area of land periodically subiect to partial <br />or complete inundation from a flood. <br /> <br />Floodplain Development Permit - An official document <br />required by Subsection 4.2.1 of these regulations for <br />development in a Floodprone District or a Designated <br />Floodplain District. Such permits are issued by the <br />Administrator, Permit Authority, or Board of Adjustment, as <br />appropriate, pursuant to Section 4 of these regulations. <br /> <br />Flood proofing - Any combination of structural and <br />nonstructural additions, changes, or adjustments to <br />structures which reduce or eliminate flood damage to real <br />estate or improved real property, water and sanitary <br />facilities, and structures and their contents. <br /> <br />Floodprone District (FPD) - An area, in and adjacent to a <br />stream or other water course, subject to flooding, which is <br />an approximation of the area inundated by the base flood, <br />and for which water surface elevations have not been <br />determined, and which has been designated by the Colorado <br />Water Conservation Board, as required by the state statute. <br />These areas are equivalent to "areas of special flood <br />hazard" identified as "Zone A" on Federal Insurance <br />Administation Flood Hazard Boundary Maps (FHBM) and Flood <br />Insurance Rate Maps (FIRM), and as "Flood Prone Areas" on <br />U.S. GeOlogical Survey Flood Prone Area Maps. <br /> <br />Inner Floodplain Subdistrict - A portion of a Designated <br />Floodplaln Distrlct, lncluding the channel and any adjacent <br /> <br />floodplain areas that must be kept free of development. <br />This subdistrict is defined by (one) or (both of) the <br />following concept ( s) : <br /> <br />a. Hazard area concept - The area of the Designated <br />Floodplain District where floodwater from the base <br />flood is 18 inches or greater in depth and where <br />velocities are 3 feet per second or greater. <br /> <br />b. Floodway concept - The area of the Designated <br />Floodplain District that must be kept free of <br />development so the base flood can pass with no more <br />than a .5 foot increase in the water surface <br />elevation or the energy grade line, provided <br />hazardous velocities are not produced. <br /> <br />-4- <br />
