Flood - A general and temporary condition of partial or
complete inundation of normally dry land areas from (a) the
overflow of streams, rivers, or other inland water bodies or

(b) the unusual and rapid accumulation or runoff of surface
waters from any source.

Floodplain - An area of land periodically subiect to partial
or complete inundation from a flood.

Floodplain Development Permit - An official document
required by Subsection 4.2.1 of these regulations for
development in a Floodprone District or a Designated
Floodplain District. Such permits are issued by the
Administrator, Permit Authority, or Board of Adjustment, as
appropriate, pursuant to Section 4 of these regulations.

Flood proofing - Any combination of structural and
nonstructural additions, changes, or adjustments to
structures which reduce or eliminate flood damage to real
estate or improved real property, water and sanitary
facilities, and structures and their contents.

Floodprone District (FPD) - An area, in and adjacent to a
stream or other water course, subject to flooding, which is
an approximation of the area inundated by the base flood,
and for which water surface elevations have not been
determined, and which has been designated by the Colorado
Water Conservation Board, as required by the state statute.
These areas are equivalent to "areas of special flood
hazard" identified as "Zone A" on Federal Insurance
Administation Flood Hazard Boundary Maps (FHBM) and Flood
Insurance Rate Maps (FIRM), and as "Flood Prone Areas" on
U.S. GeOlogical Survey Flood Prone Area Maps.

Inner Floodplain Subdistrict - A portion of a Designated
Floodplaln Distrlct, lncluding the channel and any adjacent

floodplain areas that must be kept free of development.
This subdistrict is defined by (one) or (both of) the
following concept ( s) :

a. Hazard area concept - The area of the Designated
Floodplain District where floodwater from the base
flood is 18 inches or greater in depth and where
velocities are 3 feet per second or greater.

b. Floodway concept - The area of the Designated
Floodplain District that must be kept free of
development so the base flood can pass with no more
than a .5 foot increase in the water surface
elevation or the energy grade line, provided
hazardous velocities are not produced.

-4-
