That all regulations and memoranda of agreements be sent to OMS for <br />r~iew. <br /> <br />It seems that OMS in the end will be the controlling administrative <br />agency in solving the regulatory problems with respect to the Section 404 <br />program. <br /> <br />The staff will follow the progress of the development under OMS's direc- <br />tive and advise the Commission of any positive action in this area. Certainly <br />any progress in cutting the maze of paper work in the 404 program should be <br />welcomed. <br /> <br />2 <br />
