"I hate to get Ray redrafting parts of
the resolution but I'd like to have some
other thoughts on this. First of all, when
we talk about flood control studies I still
would like to have channel clearances, all
that sort of thing, plus a liaison with the
State Highway Department. I can realize
that economically they can put the road beds
do~m in the bottom of the canyon and I don't
object to that if they can redo the roads
every ten years or so but when they put a dam
across that they call a bridge then I thiru~
everybody else has an interest in what they
are putting there. I think this should have
close liaison with the State Highway Depart-
ment before we put all those dams in central
Denver back and compound the problem again.

I also feel there is urgent need for zon-
ing, condemnation technics, all these urban
renewals in the plain bottoms, all these
things, so that we don't have cluttering of
the channels with frame houses and other
things that become part of the debris that,
in my opinion, caused a good deal of the dam-
age. These are all problems that I think
have something to do with flood control and
I would like to have them emphasized here
because I presume that this resolution will
have widespread publicity.

Then I feel a very definite obligation
to call to the attention of complacent people
whose neighbors were wiped out, that they too
may be affected. I would like particularly
to call attention to the Bear Creek area where
I think, for example, all Bear Valley homes
(and there are literally thousands of them)
are right in the middle of the flood plain.
A large supermarket is building a new shop-
ping center on the north side of Sheridan;
the south side of Sheridan has the Bear
Valley shopping center; and, if I read the
papers correctly, May-D & F is putting in a
large department store; and if I paced cor-
