Every time any major flood <br />occurs, the highways are hard hit. Around <br />Castle Rock again the channel was filled in <br />to build highways. In the long run, the high- <br />way people tell us that it is the cheapest <br />thing to do because they can replace highways <br />cheaper than they can take them over higher <br />ground. I don't doubt the economics of it, <br />if the floods don't occur too often. <br /> <br />There is a resolution in your folders <br />that was prepared following our coordinating <br />conference with the Corps and the Soil Con- <br />servation Service. The soil Conservation <br />Service projects did yeoman service during <br />these floods, particularly on the Upper Kiowa <br />and the Upper Big Sandy areas. None of these <br />structures went out, although the floods that <br />passed through them were of a greater magni- <br />tude than the projects were planned for. The <br />resolution is in your folders." <br /> <br />"Thank you, Mr. Sparks. I am sure there <br />will be a lot of questions and just so we can <br />start it out, I would like any answers the <br />Bureau, the Corps of Engineers, and Hr. Sparks <br />can give me as to, under the optimum condi- <br />tions of planning, authorization, and building, <br />when will the Chatfield Dam be of any use to <br />metropolitan Denver? Joe, will you answer <br />that?" <br /> <br />"Under our present planning \~e believe that <br />we can start construction on the Chatfield Dam <br />in the spring of the calendar year 1967." <br /> <br />"t'lhen would enough construction be com- <br />pleted to back up Plum Creek in another <br />cloudburst?" <br /> <br />"They would have to put in the service <br />spillway conduits; then they would put the <br />embankment across that. It would probably be <br />an accelerated program. I would s~y that, <br />possibly, in l8 months after the peg inning of <br />construction they could have substantial em- <br />bankment across the Chatfield Dam." <br />
