Clear Creek. Every time any major flood
occurs, the highways are hard hit. Around
Castle Rock again the channel was filled in
to build highways. In the long run, the high-
way people tell us that it is the cheapest
thing to do because they can replace highways
cheaper than they can take them over higher
ground. I don't doubt the economics of it,
if the floods don't occur too often.

There is a resolution in your folders
that was prepared following our coordinating
conference with the Corps and the Soil Con-
servation Service. The soil Conservation
Service projects did yeoman service during
these floods, particularly on the Upper Kiowa
and the Upper Big Sandy areas. None of these
structures went out, although the floods that
passed through them were of a greater magni-
tude than the projects were planned for. The
resolution is in your folders."

"Thank you, Mr. Sparks. I am sure there
will be a lot of questions and just so we can
start it out, I would like any answers the
Bureau, the Corps of Engineers, and Hr. Sparks
can give me as to, under the optimum condi-
tions of planning, authorization, and building,
when will the Chatfield Dam be of any use to
metropolitan Denver? Joe, will you answer
that?"

"Under our present planning \~e believe that
we can start construction on the Chatfield Dam
in the spring of the calendar year 1967."

"t'lhen would enough construction be com-
pleted to back up Plum Creek in another
cloudburst?"

"They would have to put in the service
spillway conduits; then they would put the
embankment across that. It would probably be
an accelerated program. I would s~y that,
possibly, in l8 months after the peg inning of
construction they could have substantial em-
bankment across the Chatfield Dam."
