As ~tr. Slizeski has stated, if anybody
had looked at the reports we have already
issued on the South Platte, they would have
seen the flood plain area. I have a couple of
those reports here and they show almost exactly
the area that ~las inundated by that recent I
flood. It behooves some of the cities to take
a look at these flood control reports that are
issued and to accomplish zoning accordingly.
It is not possible by any co~bination of struc-
tures anywhere in the State of Colorado to
control every flood that occurs. This cannot
be done. All we can do j.G consider the most
dangerous areas and plan accordingly.

An even greater potential danger than Plum
Creek is the Bear Creek drainage. Some years
ago the Corps of Engineers prepared a prelimi-
nary plan for the control of Bear Creek. This
involved a reservoir just below and east of
the to\m of Horrison. The plan has been on
the drawing boards ever since. No one has been
interested. However, I think the people along
Bear Creek should get interested because this
is the greatest and most destructive potential
in the Denver area, plum Creek notwithstanding,
for the simple reason that Bear Creek has a
large drainage area, the fall is quite steep,
and homes and shopping centers have been built
right dmm to the edge of Bear Creek through-
out much of its length. If the flood that
occurred on Plum Creek had occurred on Bear
Creek, the damages would have been much greater
and the loss of life would have raen consider-
ably higher.

,'Ie can't predict where these floods are
going to occur. They can happen anywhere. We
may never have another similar flood on Plum
Creek in a hundred years, but the chances are I
that it will occur again in the future. Such
a flood will also occur on Bear Creek. This,
we think, is an urgent priority, the control
of Bear Creek, and as we go on north, Clear
Creek also. As you lmm1, the interstate high-
way has now usurped much of the channel of
