SPARKS: The Governor will stress' that there has been a tremendous <br />effOrt exerted in bringing these projects to the present status. <br /> <br />MR. DAVID M. DENTON: Relative to being before the Congress next Monday, <br />I realize that everyone will not be entering oral testimony. Can we <br />submit so-called grass roots testimony to the delegation to have it <br />entered into the record in this manner? <br /> <br />MR.
