I.might.also.say that we had an extremely difficult time in the last.
three weeks getting from the Department of Interior anyiinformation on
which they based its decisions.. We did make requests to the Department
of Interior to clarify how it reached the conclusions that they came to.
In other-words, many of the projects apparently: fall into the category
of environmentally unacceptable. We have repeatedly asked.what this
means. How did they come to that conclusion? What facts did they'base
their determination on? . What. criteria were-they following? The Depart-
ment of Interior to this very date has not given us any information to
indicate-how they reached its decision.' In the interest of due-process
and.fairness,.it'is very difficult. to stand up 'and defend these projects
when we don '.t know what the objections 'are. I just point that out be-
cause it has been a very significant obstacle for us in getting pre-
pared for-these hearings.

MR. SPARKS: Mr. Chairman, we have received a number of requests from
different people to testify in support of these projects. I have re-
ceived in the. past. few days numerous: letters from both private citizens
and from organizations. I have received a letter from a Mr. A. S.
Andrews, a concerned citizen from Littleton, Colorado, expressing his
support for the. projects and asking that I get his letter put in the
record tomorrow. I also received a resolution'-from the'Colorado Rural
Electric Association in support of these projects. It is my under-
standing that representatives of the Colorado Contractors Association
will be here. tomorrow to try to make - a statement in :-favor of the proj-
ects. I think it is quite important what Mr. Sherman has said that I
perhaps we will have some time tomorrow evening in addition to just-
putting something in the record, _that is that. people who want to express
themselves on these projects can do so.

I want to add a bit to some of the confusion. I am reading from an
article from The Rocky Mountain News which states that the Narrows Dam
and Dallas Creek projects are also on the President's hit list. We are
not really sure what is happening. The article states that "Secretary
Andrus called Senator Hart and informed him that the President was about

-16-

r
