I

I

benefit cost ratio; I will touch on it to some extent on all three
of the projects.

MR. SHERMAN: Before Larry gets all revved up, I just wanted to say
that many of you folks and many others who aren't here today did express
an interest in testifying. You can imagine our difficulty in trying to
prepare a well-coordinated, well-thought-out presentation in the two.
hours that we have for each of the projects~ It is an immensely complex
situation. Difficult questions have been raised and we didn't have time
for everyone to testify. But I should say that, based on some conver-
sations I had Friday with the Department of Interior, it appears that
we will be allocated two full hours for our direct presentation, and then
the opposition will get two full hours. Following that, up to 30 minutes
will be allocated for each side to present rebuttal testimony. We are
hopeful, in addition. to that, that we will be' able to. get some "spill-
over time" for tomorrow evening,. where anyone who did. not have a chance
to testify during the day' could testify.

I think those of you with strong feelings on this subject ought to
appear Monday evening if we can get the time and present your.testimony.
Whether is is written testimony or just an oral statement, I think it
is important for the'panel to hear from you. They are going to hear
from a lot of people on the other side. Rather than have 30 minutes or
40 minutes of presentation on the other side, I understand there is
going to be 25 people who will each t~ce five minutes or ten minutes.
If you want to. testify, if you want to say your piece, please let me
know and we will arrange, hopefully, for tomorrow night sometime when
you can speak yourself. I think that is quite. important. But I do
want to apologize for not being able to get additional time where we
could get everybody on the main agenda that wanted to speak.

>

MR. CHARLES THOMSON: will we see the names of the people who will
oppose? That is one of the things we tried to get squared away in
Washington two we~cs ago. The Governor's witnesses had to be identified
before the hearing, whereas the opponents didn't have to be identified
until the day of the hearing. ..

MR. SHERMAN: There was a request made to see 'those names but we were
simply not allowed to have access to those names until tomorrow.

MR. ROLAND FISCHER: Rolly Fischer, Colorado River Water Conservation
District. I would like to comment on two points. Number one, that as
a result of conversations, Mr. Sherman prepared some fairly large photos
for you for whoever is testifying for the Fruitland and Savery-Pot Hook.
They are available and hopefully they will be part of the testimony.
Secondly, in spite of the fact that it appears that there is no con-
sideration in this policy review, tomorrow and Tuesday, I understand
from sources I trust that there will be demonstrations against the Frying-
pan-Arkansas during this time. The intention is to take up as much time

-15-
