But Mr. Sherman is quite <br />correct, the Governor has not yet endorsed the Animas, West Divide or <br />San Miguel projects. We just don't have a definite plan report on them <br />as yet. <br /> <br />MR. STAPLETON: Any further discussion? <br /> <br />MR. MAYNES: Sam Maynes. I am the attorney for the Southwest Colorado <br />Water Conservancy District. There is precedent for this type of thing <br />in terms of going ahead and asking for the construction funds prior to <br />the time a definite plan report is completed, it has been done before. <br />So I would urge the Board, on behalf of my Board, to vote in favor of <br />Mr. Kroeger's motion. <br /> <br />MR. STAPLETON: Having raised that question, will you tell us when it <br />was done before and under what circumstances? <br /> <br />MR. MAYNES: Last year on the Dolores project, another project in <br />southwest Colorado, but, nevertheless, it was done on the Dolores proj- <br />ect last year. And it was 850,000 and some of my friends tell me that <br />was also the case in the Dallas Creek project. <br /> <br />MR. STAPLETON: They must have a fine attorney down there. <br /> <br />MR. MAYNES: I will agree with that. <br /> <br />MR. KROEGER: I wish you hadn't said that because our legal fees will <br />probably go up now. <br /> <br />MR. STAPLETON: All right. Any further discussion? <br /> <br />MR. JACKSON: Mr. Chairman, would the maker of the motion agree to <br />adding some selling language, as it were, on the motion? <br /> <br />MR. STAPLETON: You don't want a plain motion, is that what you are <br />saying? <br /> <br />MR. JACKSON: I don't think--it just seems to me we ought to emphasize <br />that the project has been carefully reviewed on a more-or-Iess continu- <br />ous basis and that they have been pared down to what the Water Conser- <br />vation Board staff feels are the bare essentials--that these projects <br />are necessary for the welfare of the people of Colorado, as well as the <br />preservation of the assets of the land, crops, cities. I think that we <br />should emphasize some of these things, and perhaps the staff could add <br />more things and better said. But I believe. some words, some work should <br />be done in this area if the maker would agree to it. <br /> <br />MR. KROEGER: I have no objection whatsoever to making the terms verY <br />enhancing. <br /> <br />-9- <br />
